Theresa Hamil is a vice president at Walkers Professional Services in the Cayman Islands. She has over 15 years' experience in the financial services industry and specialises in regulatory compliance, Anti-Money Laundering, Counter Terrorist Financing, Anti-Proliferation Financing and Targeted Financial Sanctions requirements, financial regulation, corporate governance, policy development and investment vehicles.
As a former regulator, Theresa has gained a comprehensive working knowledge of laws, regulations, regulatory requirements, rules and best practice standards related to the financial services industry. She has also conducted ground work that resulted in changes being made to the Guidance Notes on the Prevention and Detection of Money Laundering in the Cayman Islands as well as to the Money Laundering Regulations.
Prior to joining Walkers, Theresa worked at another offshore professional services firm as an assistant vice president where she provided services to clients in accordance with FATCA and CRS.
She started her career at the Cayman Islands Monetary Authority (CIMA) as a regulator which allowed her to gain a deep understanding of regulatory compliance. At CIMA, she was initially a member of the Investment & Securities Division where she assisted with the regulation and supervision of the investment funds industry as well as the securities sector. In this role, she also conducted on-site inspections/audits of Licensees to ensure that Licensees were operating in compliance with all applicable laws and regulations.
Theresa also spent some time in the Policy & Development Division of CIMA. During this time, she conducted extensive research in the area of financial regulation and dealt with regulatory developments that impacted the financial services industry of the Cayman Islands. In doing so, Theresa became exposed to all sectors of the financial services industry including the trusts, insurance, banks, funds, securities, corporate services and company management sectors. She also gained exposure to policy drafting and provided recommendations in the form of changes to legislation (regulatory laws) to enhance the competitiveness of the financial services industry. As a result, she became heavily exposed to legislation and regulation affecting the financial services industry of the Cayman Islands. Theresa also conducted various sorts of analysis and gave policy advice on matters pertaining to the financial services industry.
